Registry of Italians residing abroad (AIRE)

REGISTRY

The Registry of Italians Residents Abroad (A.I.R.E.), established by law October 27, 1988, n. 470, contains data of Italian citizens residing abroad for a period of more than twelve months. It is managed by the municipalities on the basis of data and information from the consular offices abroad.
Registration with the A.I.R.E. it is a right and duty of the citizen (article 6 law 470/1988) and is the prerequisite for the use of a series of services provided by consular representations abroad, as well as for the exercise of important rights (release of travel documents, certificates, exercise of the right to vote abroad …).

Must register with the A.I.R.E.

• citizens who transfer their residence abroad for periods longer than 12 months;
• those who already reside there, either because they were born abroad than for subsequent purchase of Italian citizenship for any reason.

Do not have to register have to register with the AI.R.E.

• people who go abroad for a period of time less than one year;
• seasonal workers;
• permanent employees of the State in service abroad who are notified under the Vienna Conventions on diplomatic relations and consular relations respectively of 1961 and 1963;
• Italian soldiers serving in NATO offices and facilities located abroad.

How to register with A.I.R.E.

Italian citizens permanently resident in Nigeria can apply for enrollment in the A.I.R.E (for themselves and for their family members of Italian citizenship) directly online without having to go to the Consulate, by registering on the Fast.it portal of the Ministry of Foreign Affairs and International Cooperation at the following address: https://serviziconsolari.esteri.it/ScoFE/index.sco or alternatively by filling out the application form (Aire Registration and update) available under “Application Forms”.

Together with the form must be attached the documentation that proves the actual residence (eg residence permit, copy of the employment contract, bills of residential utilities …).
It is possible to present the requested document either by going in person to the Consular Office of the Consulate General or by e-mail (in this case it is necessary to attach a copy of an identity document) to lagos.consolare@esteri.it. The registration is free.

Please note that the Italian municipality provides from its office the registration in its A.I.R.E. once it becomes aware that the citizen is permanently resident abroad. Likewise, the Consular Office of this Consulate General requires from the Italian municipality the registration with the A.I.R.E. of the citizen for whom – on the occasion of the performance of any practice (for example, the issue of a passport) – has verified the effective and permanent residence abroad.

Change of data registration to A.I.R.E.

Italian citizens residing abroad have the obligation to promptly communicate to the consular office the followings:

• change in your residence address;
• changes in the civil status also for the transcription in Italy of foreign acts concerning him (marriage, birth, divorce, death, etc.);
• the definitive return to Italy;
• loss of Italian citizenship.

The changes must be communicated by filling out the form (Aire Registration and update) available under “Application Forms“, with the same procedures as for registration (delivery of the form at the counter of the consular office or sending it by e-mail).

Please note that failure to update the information, in particular those concerning the change of address and telephone numbers and e-mail, makes it impossible for the consular office to contact the citizen as well as impossible to receive by post the electoral envelope in case of voting.

Cancellation from A.I.R.E. occurs:

• for registration in the Resident Population Registry (A.P.R.) of an Italian municipality following repatriation. In this regard, it should be noted that the consular office has no competence in the matter: it is up to citizens registered with AIRE who return permanently to Italy to report to the Municipality where they have decided to settle, in order to declare their new residential address. The Municipality will provide for the cancellation from the AIRE with simultaneous registration in the APR (Resident Population Registry) and will notify the Consulate of origin which will register the repatriation in its consular files;
• by death, including presumed death judicially declared;
• for presumed unavailability, unless proven otherwise, after one hundred years from the birth or after the execution of two subsequent surveys, or when the address abroad – previously communicated – is no longer valid and it is not possible to acquire the new one;
• for the loss of Italian citizenship.
